On The US Israel War Against Iran And Its Implications For The Working Class

The Indian Peoples Council, at Ahmedabad, Gujarat, India; issues this statement to clarify our position on the ongoing US-Israel military aggression against Iran. We unambiguously  condemn for and accuse of, states of USA, and Israel for committing Crime of Aggression against Sate of Iran, Wilful Killing of Iranian civilians (Rome Statute, Art. 8(2)(a)(i) ), Intentionally directing attacks against the civilian population ( Rome Statute, Art. 8(2)(b)(i) and (e)(i) ), Intentionally launching an attack with knowledge it will cause excessive civilian harm ( Rome Statute, Art. 8(2)(b)(iv) ), Attacking protected peoples. We stand in unconditional solidarity with Iranian Communists, Socialists, Trade Unionists, Women, Children, peoples-grassroots equivalent activists and civilians in general in this decisive time of need. We condemn and accuse theocratic brutal mulla regime of attacks against civilian airports in UAR, Qatar, Bahrain, Kuwait, Azerbaijan in violations of Rome Statute Art. 8(2)(b) (i), (ii) and (iv); and attack on US embassies in Riyadh, Dubai and Abu Dhabi in violation of Article 2(4) of the UN Charter. We implore all parties to immediately stop hostilities, refer mediation to international bodies including but not limited to UN, and start immovable proceedings against alleged war criminals including heads of states.
We once again reaffirm our unconditional and unmoving support for Iranian Communists.SECTION ONE: INDIA AND ITS WORKING CLASS 

  1. The Indian Peoples Council condemns the illegal assassination of Iran’s Head of State, Ayatollah Ali Khamenei, as a clear violation of international law. This act constitutes an international crime that we will pursue in all available forums.
  2. Approximately 10 million Indian nationals reside and work across West Asia, with over  10,000 in Iran itself.
  3. We demand the Government of India pursue all measures — regular and extraordinary — to secure the safety and repatriation of Indian nationals. We maintain with force that Indian workers in foreign dominions remain India’s responsibility in totality.
  4. The economic impact on India’s working class will be severe. Approximately 50% of India’s oil imports (2.6 million barrels daily) pass through the Strait of Hormuz. Oil prices surged 12% immediately following the strikes. BMI estimates a full Strait closure could reduce India’s GDP by up to 50 basis points.
  5. The Chabahar port, an Indian strategic asset, has sustained damage, with a Jamaran-class corvette sunk at its pier. We demand full reimbursement and an unconditional apology from Israel and the United States.
  6. We reject the passing of war-induced inflation to the Indian working class. The central treasury must absorb these costs. This crisis results from the government’s alignment with US designs; the working class will not pay for this incompetence.
  7. We demand:
    1. Evacuation of Indian nationals in Iran through Central Asia
    2. Diversification of energy sources away from sole Gulf dependency 
    3. Reopening of comprehensive energy partnership with Russia
    4. Collaboration with China on joint energy security architecture
    5. Creation of a fiscal cushion to shield workers from systemic shocks in India.
    6. Government offer to host and guarantee negotiations between Iran and the United  States

SECTION TWO: TO THE COMMUNISTS, WORKERS, AND WOMEN OF IRAN

  1. The Indian Peoples Council declares unconditional solidarity with the communists, workers, and women of Iran. You face two enemies: US-Israeli bombs and the theocratic regime. We stand with you against both. You are our people, you are not alone and you are not forgotten.
  2. Our resources are limited but entirely yours, no questions asked. This is not charity, this is your immovable revolutionary birth right, as fellow communists.
  3. History teaches that falling regimes target communists first. In 1983, MI6 and the CIA provided lists of Tudeh Party members to the Islamic Republic — drawn from intelligence supplied by a KGB defector and passed via the CIA to Tehran. Over 1,000 Tudeh members were rounded up; approximately 200 were executed. These facts are established by declassified British files. Then, in 1988, the regime executed thousands of political prisoners in a separate massacre of its own devising — an internal act of extermination that a London-based Truth Commission attributed to a single central authority: the Islamic  Republic itself. These are not isolated episodes but a documented pattern. When the regime cannot defeat its external enemies, it will scapegoat you. Prepare for accusations of being foreign agents. Name these lies before they are spoken.
  4. We urge all communist forces of Iran, Tudeh, Komala, Worker-Communist Party, Maoist groups, left currents among national minorities, and all others to unify. Division is deadly.  A single communist voice would be more than sum of its parts.
  5. The regime will use this war to attack workers: wage freezes for the war effort, suspension of labor protections, cancellation of overtime and insurance all under the guise of national security. Reject these demands preemptively. They are class war disguised as patriotism.
  6. The war does not make the regime your friend. They are not Iran. They have brought ruin to Iran decades of corruption, isolation, and now bombs. You can love your country while opposing your rulers. Defend your people from American bombs while refusing to defend the ayatollahs.
  7. American-Israeli war of aggression and the Iranian theocratic regime. There is  no difference between them as instruments of the working class’s destruction. Both must be defeated.
  8. When uncertain, when afraid, when theory fails ask: Where are the working classes? Go there. Stand among them. Declare: We are communists. We stand with workers. We will fight.

SECTION THREE: TO THE WORKERS, LEFT, AND  COMMUNISTS OF THE UNITED STATES

  1. We address you across the imperial divide as class brothers and sisters. Your government bombs Iran. Your taxes pay for the missiles. Your soldiers pull the triggers and operate the drones. We do not hold you responsible for what your ruling class does in your name. But  we hold you responsible for what you do now that you know.
  2. This is not ambiguity. The bombs are being livestreamed. The casualty counts are published in real time. The crime of aggression, planning, preparation, initiation, and waging of war against a state that did not attack you, is taking place in your name, in full view, without the excuse of ignorance. You cannot claim you did not know.
  3. USA contributed to Nuremberg Principles. It was American prosecutors who established at Nuremberg that aggressive war is a crime of individual responsibility not merely a failure of states but an act for which specific persons are held accountable before history and law. Principle VI of those accords names the waging of a war of aggression a crime against peace. Principle VII states that complicity in such a crime is itself a crime. Your government used these principles to prosecute others. They do not expire when the aggressor is American.
  4. The Nuremberg judgment rested on a foundational proposition: that populations who enable aggressive war, who fund it, who lend it electoral legitimacy, who remain passive in its prosecution, bear a share of weight. The ordinary foot soldier may not face a tribunal. The citizen of a democracy who watches, pays, and continues faces something harder to escape: the judgment of history (and political isolation). 
  5. Your loved ones are doing the killing. American soldiers, pilots, drone operators are working-class people sent to kill working-class people on the other side of the world. They may not come home. When they do, they carry weight and crime of what was done.  
  6. Ask the question your government does not want asked: if the state has no money for healthcare, housing, or social security, where do the billions for missiles and aircraft carriers come from? The answer is not economics. It is class war. The same fiscal architecture that funds these bombs defunds your hospitals. This is not a coincidence. It is the system functioning as designed.
  7. While you watch the bombs fall, your Congress will move. Expanded surveillance powers. Anti-communist legislation disguised as national security. Restrictions on labor organizing. Detention without due process. These will be bundled into war legislation and passed while attention is elsewhere. This is also not a coincidence. War abroad has always been the preferred cover for dismantling rights at home. Beware and prepare.
  8. The Vietnam War ended because Americans made it politically impossible to continue.It was the American working class recognizing its own interest in refusing to be instruments of imperial policy from which they may not gain anything. That recognition is again available to you.
  9. We make no demand that exceeds what you already know to be right. We ask only:
    1. No to this war of aggression 
    2. No to anti-worker legislation disguised as war measures.
    3. No to surveillance, arbitrary detention, and anti-communist laws.
    4. Unconditional solidarity with Iranian communists and workers.
    5. Demand your government adhere to the international law it once helped write. 

SECTION FOUR: THE USA-ISRAEL WAR OF AGGRESSION

  1. The joint US-Israeli military strikes on Iran constitute a crime of aggression, violating Article 2(4) of the UN Charter, which prohibits the use of force against the territorial integrity of any state. There is no UN Security Council mandate. Iran had not attacked the United States. The self-defense exception under Article 51 does not apply.
  2. The assassination of Ayatollah Ali Khamenei, his daughter, grandchild, daughter-in-law, and son-in-law constitutes an egregious breach of international law and an attack on sovereign equality. The precedent established endangers every nation.
  3. This is a resource war. Partly because Iran holds the world’s fourth-largest oil reserves and second-largest gas reserves. It controls the Strait of Hormuz, through which one-fifth of global oil passes. The pattern Venezuela, now Iran is unmistakable.
  4. Civilian casualties are documented. At least 133 civilians were killed and 200 injured in the initial strikes a minimum reliable estimate. Higher estimates place deaths at 201 with 747 injured. Fifty-nine incidents have been recorded across 18 provinces; 73% were missile strikes, 10% drone strikes. Schools and residential areas in Hormozgan and Fars provinces were struck. At least 8 military personnel were killed and 2 injured. 
  5. Regional destabilization is immediate. The Strait of Hormuz is effectively closed, with 85% traffic reduction. Three gas tankers from Qatar have paused voyages; at least 8 tankers are idled outside the Gulf. Iranian retaliatory strikes have targeted US assets in Bahrain, Kuwait, Qatar, and the UAE. QatarEnergy has halted production following  attacks.
  6. The direct costs to India are already measurable: at least 3 Indian seafarers killed off Oman, approximately 20 Indians injured across West Asia, 50% of India’s oil imports at risk, and a potential GDP impact of 50 basis points.
  7. The International Association of Democratic Lawyers has condemned this attack as another example of the crime of aggression, in blatant violation of Article 2(4). Israeli Prime Minister Netanyahu remains subject to an ICC arrest warrant for war crimes and crimes against humanity.
  8. We make the following demands
    1. 8.1.Full war reparations to Iran and all affected nations
    2. 8.2.Handing over of war criminals for prosecution before the ICC or a special tribunal
    3. 8.3.Unconditional apology to the Iranian people and all affected nations
    4. 8.4.A binding treaty confining US international military actions, with enforcement mechanisms. 

SECTION FIVE: THE IRANIAN-AYATOLLAH REGIME

  1. The Iranian working class faces two enemies: US-Israeli bombs and the Mulla regime. We have condemned the imperialist aggressors. We now name the domestic oppressor. 
  2. The regime destroyed Iran’s left through two documented operations. In 1983, acting on lists of Tudeh Party members supplied by MI6 and CIA — derived from a KGB defector and passed via the CIA to Tehran — the Islamic Republic arrested over 1,000 Tudeh activists and executed approximately 200. This is established by declassified British intelligence files. In 1988, the regime conducted a separate massacre of political prisoners entirely of its own design. A Truth Commission convened in London found that the killings were devised, instigated, and executed by a single central authority: the Islamic Republic itself. Thousands were killed across several months. The regime understood from the beginning that organized labor, not the deposed monarchy, was its real threat — and acted to eliminate it. The Islamic Regime is Enemy of Communists.
  3. The Islamic Revolutionary Guard Corps (IRGC) controls an estimated 40-70% of Iran’s economy through companies in energy, infrastructure, telecommunications, and finance. Its annual budget of $6-9 billion represents nearly 40% of official defense spending. Its 150,000-200,000 personnel answer only to the Supreme Leader. This is not corruption within a system it is the system itself. IRGC are not protectors of Iran, they are a capitalist class against the workers of Iran.
  4. The regime is anti-worker. The rial has lost approximately 99.9% of its value since 1979.  Inflation was sustained at 40-50% between 2021 and 2024. Real wages have declined by 50-70% since 2011. Over 40% of Iranian households live below the poverty line. The second half of 2025 alone saw at least 471 labor protests across 69 cities. Islamic Republic is belligerent, exploitative and economically incompetent and not interested in protecting Iranians, it is not to be mistaken for Iranian nation, its a murderous  parasite sitting atop of oppressed and subjugated Iranian nation.
  5. The regime enforces gender apartheid. Compulsory veiling has been enforced since 1983. Operation Noor in April 2024 deployed enhanced surveillance and AI-assisted enforcement against improperly veiled women. Treatment clinics were announced for women who defy hijab laws, medicalized repression. The September 2022 Woman, Life, Freedom uprising, sparked by the killing of Mahsa Amini, was suppressed with hundreds of deaths and thousands of injuries; the UN fact-finding committee documented murder, torture, and rape as crimes against humanity. The Mulla regime is enemy of women, and we are enemies to all the enemies of women.
  6. The regime persecutes religious minorities. Iranian courts sentenced Christians to over 280 years in prison in 2025; arrests nearly doubled in that year. Following the June 2025 war with Israel, at least 54 Christians were detained across 19 cities in a single month. Nearly 90% of charges against Christians fall under Article 500 bis, criminalising propaganda contrary to Islam. A 1991 memorandum signed by Supreme Leader Khamenei calls for Bahá’í progress and development to be blocked; between June and November 2025, Bahá’ís faced over 750 persecutory acts. The regime maintains a two-tier system: ethnic Christians in approved churches for Western consumption, converts tortured in Evin  Prison. We reject all forms of religion and idealism, we reject enforcement of any religion upon peoples and we maintain all religion is anti workers and needs to be eradicated.
  7. Theregime massacres its own people. Protests that began on December 28, 2025, triggered by the rial’s collapse, were met with state violence. State television’s official death toll as  of January 21, 2026: 3,117 killed. Activists estimate at least 4,560 killed. Supreme Leader Khamenei himself conceded several thousand were killed. Nearly 26,500 were arrested. Revolutionary Courts conduct summary trials online, minutes long, with confessions extracted under torture. Saleh Mohammadi, 18 years old, whose retracted confession was obtained after interrogators broke bones in his hand, faces public hanging at the site of his alleged crime. There is no rule of law, objective law, or legal procedure of any kind. Mullas execute anyone for their actual or perceived deeds, criminal or not. This is not legalism (not even islamic legalism), this is terrorism poorly disguised as law.
  8. The regime’s propaganda blames foreign conspiracy for every uprising — 1983, 1988, 1999, 2009, 2017, 2019, 2022, 2025. This is not analysis. It is incantation repeated by a government that has run out of arguments. Its a fiscally, economically, politically, ideologically and even rhetorically bankrupt regime
  9. The regime is not Iran. The working class is Iran.
  10. 10. We support you, unconditionally.

SECTION SIX: INTERNATIONAL LEGAL FRAMEWORK AND MEDIATION 

  1. We reaffirm the collective body of international law established over centuries. The Treaty of Westphalia (1648) established state sovereignty and non-interference. The UN Charter (1945), Article 2(4), prohibits force against territorial integrity; Article 33 requires  peaceful settlement of disputes. Geneva Convention IV (1949) protects civilians in wartime. The Vienna Convention on the Law of Treaties (1969) establishes that agreements must be kept. UN General Assembly Resolution 3314 (1974) defines aggression as a crime against international peace. The Rome Statute (1998) codifies war crimes, including intentional attacks on civilians. The Nuremberg Principles (1950), affirmed by the UN General Assembly, establish individual criminal responsibility for crimes against peace and define complicity in such crimes as itself a crime.
  2. We reject the so-called rules-based order invoked by Western powers. International law must apply equally to all enforced against the weak and the strong alike.
  3. We call on all international actors to support de-escalation through neutral mediation. Available platforms include the International Organization for Mediation (IOMed), inaugurated in 2025 in Hong Kong as the first intergovernmental organization dedicated exclusively to mediation; the Shanghai Cooperation Organisation (SCO), which includes India, Iran, Russia, China, and Central Asian states; BRICS; and the Non-Aligned Movement, of which India is a founding member and which counts 120 member states.
  4. We propose neutral venues for negotiations: Shanghai, Beijing, Delhi, Mumbai, Ahmedabad, Pretoria, Hanoi — cities of the Global South untainted by the imperial  ambitions driving this war.
  5. We demand the Government of India offer its good offices as mediator. India maintains standing with both Washington and Tehran and possesses technical capacity in nuclear oversight, ballistics regulation, commodities management, and payments  settlement. This is not a passive role available to India — it is an obligation.
  6. The Indian Peoples Council affirms that Indian foreign policy, under working-class leadership, will be guided by permanent principles: adherence to established international law; defence of the right to self-determination for all peoples; protection of fundamental rights regardless of borders; opposition to all wars of aggression; solidarity with the working class against both imperial and reactionary oppression.
  7. The working class of India, Iran, and the United States has no stake in this war. Our enemies are the imperialists who bomb and the theocrats who oppress and capitalists who profit off wars. Our future lies in their common defeat.

Chairman’s Message: This is an opportunity for communist forces in all the affected and involved countries to shake the status quo ante. We must engineer political plan to further our goals in this crisis. This is not the time to regress, this is the time for political action. Inquilab Zindabad (Long Live The Revolution).
